Portland identifies certain exterior projects that may not require a residential building permit when they remain within defined limits. These can include replacing siding that is not required to be fire resistive, replacing windows without changing the existing opening, reroofing with similar-weight material, and building a patio or deck no more than 30 inches above grade.⁶ Other zoning, historic-resource, wildfire, tree, plumbing, or site requirements may still apply.

Municipal rules and private homeowner association requirements are separate. An HOA may have its own architectural, material, or color-review process even when the proposed work meets city requirements.
